Many Delhi drivers have heard that a challan can be settled at “half payment”. This is based on a real Delhi Government decision from September 2024 to compound certain traffic offences at 50% of the challan amount. Here’s how it works, who it applies to and its limits.
What Is Compounding?
Compounding means settling an offence by paying a fixed amount instead of going through a court trial. The Motor Vehicles Act allows state governments to notify which offences can be compounded, by whom, and for how much.
What Delhi Announced in September 2024
According to reports in The Statesman and The Tribune (11–12 September 2024):
- Traffic offences under specific MV Act sections can be compounded at 50% of the challan amount.
- Covered offences include driving without a valid licence, allowing an unauthorised person to drive, dangerous driving, driving while unfit, unauthorised racing, driving uninsured or unregistered vehicles, and offences under sections such as 177–184, 186, 189, 190(2), 192, 192A, 194–194F and 196.
- Head Constables and above in Delhi Traffic Police and the Transport Department, plus DTC Assistant Traffic Inspectors, are authorised to compound.
Time Limits Are Critical
| Challan type | Window to settle at 50% |
|---|---|
| Challans existing at the time of notification | 90 days from notification |
| New challans after notification | 30 days |
Once the window passes, or the challan is forwarded to court, the half-payment route may no longer be available.
What Is NOT Covered
- Drunk driving (Section 185) – non-compoundable, goes to court
- Accident cases involving injury or death
- Juvenile driving (Section 199A)
- Challans already pending in court (these follow the court/Lok Adalat route)
Missed the 50% Window? Your Options
- Lok Adalat: court challans can often be settled for less. Next Delhi date: 25 October 2026.
- Evening or Weekend Court: Evening Court and Weekend Court settle compoundable court challans.
- Virtual Court: pay the proposed fine on vcourts.gov.in – see our Virtual Court guide.
- Contest: if the challan is wrong, contest it.
Don’t Confuse It With the 2026 50% Deposit Rule
Under the amended CMVR grievance system being rolled out in Delhi in 2026, you must deposit 50% of the penalty before appealing in court if your online grievance is rejected. That is a deposit – not a discount. Read new traffic challan rules Delhi 2026.
